The Giovanni Folcarelli Memorial Scholarship Fund

The Giovanni Folcarelli Memorial Scholarship Fund (GFMSF) was established in the early 1980’s in honor of Giovanni “John” Folcarelli who was the first Executive Director of Rhode Island Council 94, AFSCME, AFL-CIO. Papa John as he was affectionately called was also the Lieutenant Governor of the State of Rhode Island under Governor John Chaffee.

The Folcarelli Scholarship is for high school seniors who are members, or whose parent(s) or legal guardian(s) are members of Council 94. The applicants must be accepted to a college or school of higher education.

The Scholarship Fund is an independent, non-profit organization funded mainly by donations and Council 94 member participation in fundraising events. We also accept donations in memory of a loved one.

Applications for the GFMSF are available during the month of March and must be postmarked by a date established in May. The scholarships are awarded in June.

The Chellel-Peckham Scholarship Program


In honor of past Council 94 President Tom Chellel and Deputy Director Joseph Peckham, tireless advocates for RI Council 94 membership, an annual $2,500 scholarship shall be established and awarded every calendar year to a RI Council 94 member in good standing who is pursuing further education in labor oriented studies and programs.

PURPOSE: To provide labor education and training to RI Council 94 membership in order to promote, preserve and encourage union principles.

FUNCTION: The Chellel-Peckham scholarship shall be administered by four (4) trustees appointed by the President. Each Trustee shall serve a (2) two year term.

It shall be the duty of the trustees to review all applicants and the applicant’s course of study. The trustees shall have the final authority to grant approval for an applicant in an approved course of study or training in the field of labor studies.

DEADLINE: Commencing in calendar year 2013 and every year thereafter, RI Council 94 will send out notice of the application deadline in January and again in March. The deadline for applications shall be April 30th.

ELIGIBILITY:

  • Open to all RI Council 94, AFSCME members.
  • Must be a member in good standing at time of application and when course, class or training is taken.
  • Recipients must present proof of completion of course, class or training.
  • Itemized costs must be submitted with application.
  • Course, class or training must be in the field of labor, labor studies, labor relations, human resources  or other related area of study.
